About Department of Defence
The Directorate of Living Services (DLS), within the Estate Service Delivery (ESD) Branch, is
accountable for product management including strategic engagement, product and service
delivery planning including contract management, governance and performance and assurance
functions.
Product Directors within ESD support the delivery of customer service outcomes to the target
levels by maximising responsiveness and effectiveness of services, and being the Service
Delivery Division’s single national specialist for the allocated products.
DLS Products include Hospitality & Catering, Cleaning Services, Resource Recovery & Waste
Management, Fitness Centre Support Services, Accommodation Management, Laundry and
Dry-cleaning, Pest & Vermin Management, Transport Management, and Defence Mail Services
across the Defence estate.

Duties
- The Role
- Within the Contract Management function, an APS 6 Contract Management Officer is accountable
- under broad direction to perform and achieve complex contract management work within an
- integrated workforce. They are accountable to ensure they have knowledge of and compliance
- with legislative frameworks, government decision-making and Defence’s mission and policy
- requirements.
- An APS 6 Contract Management Officer will work independently with the opportunity for
- reasonable autonomy and accountability for the achievement of outcomes of their work. They will
- exercise both initiative and judgement in the interpretation of policy and in the application of
- practices and procedures.
- They will provide detailed contract management technical, professional and policy advice in
- relation to complex work and contribute to strategic planning, program and project management
- and policy development.
- An APS 6 Contract Management Officer may be a team coach or lead a team and be accountable
- to set work priorities and manage workflows. They are expected to be capable of building team
- capability through coaching, feedback and developing the quality of work undertaken by others
- within a work unit. They may exercise the associated people and financial responsibilities to
- achieve work unit outcomes.
- An APS 6 Contract Management Officer will have considerable level of stakeholder engagement
- and will liaise with stakeholders in relation to complex or difficult issues. They will be required to
- identify, anticipate and respond to stakeholders’ needs and expectations to achieve work unit and
- Defence outcomes.
- This role is eligible for an additional remuneration benefit known in Defence as a Building Defence
- Capability Payment (BDCP). This enables Defence to provide a premium, in addition to the base
- salary otherwise payable under the (DECA), for Defence Enterprise Collective Agreement
- positions in occupational disciplines/classifications that are critical to Defence capability. For
