About Department of Defence
Infrastructure Project Services (IPS), is part of the Infrastructure Branch. IPS consists of a number
of various teams consisting of Project Services Engagement, Finance, Project Delivery,
Governance and Reporting and Technical Assurance. IPS delivers project managed design and
implementation of DDG corporate ICT systems at the Official, Protected, and Secret
classifications, both within Australia and internationally.
This includes, but is not limited to, desktops, laptops, printers, peripherals, WiFi, audio visual
systems, and video conferencing solutions. These projects are largely delivered by external
industry partners, with IPS providing Project Management oversight, governance and facilitation to
ensure the right outcomes are delivered for our Defence customers.
Our Ideal Candidate
An EL 1 Project Manager operates under broad direction to deliver complex project management
outcomes within Defence. The role requires strong knowledge of legislative frameworks,
government processes, and Defence policies. They work with significant independence, providing
expert advice and exercising sound judgement in decision-making.
Responsibilities include leading teams, managing resources, and overseeing project delivery that
may influence strategic, political, or operational outcomes. They develop and implement policies,
ensure compliance, and handle complex problem-solving and sensitive issues.
The EL 1 Project Manager plans and monitors performance, sets strategic-aligned work
objectives, and drives continuous improvement and capability development. They also manage
key stakeholder relationships, addressing expectations to achieve results. With people
management responsibilities, they lead and maintain a high-performing, cohesive team while
supporting professional growth within their area.
Duties
- The Role
- The role provides leadership and management of a multi-disciplinary project team, coordinating
- activities across planning, governance, and HR functions. It involves setting clear expectations,
- managing performance, delegating tasks, and developing team capability.
- Key responsibilities include managing schedules, risks, budgets, and resources, and producing
- briefings, reports, and submissions. The role applies established project management
- methodologies and ensures compliance with legislative and organisational requirements.
- It requires identifying risks and opportunities to inform planning and decision-making, while
- analysing performance against plans to adjust strategies. Strong stakeholder engagement,
- communication, negotiation, and influencing skills are essential.
- The position also involves resolving complex issues, coordinating project inputs, and ensuring
- activities align with organisational standards, while proactively driving outcomes and supporting
- effective team performance.
- This role is eligible for an additional remuneration benefit known in Defence as a Building Defence
- Capability Payment (BDCP). This enables Defence to provide a premium, in addition to the base
- salary otherwise payable under the Defence Enterprise Collective Agreement (DECA), for
- positions in occupational disciplines/classifications that are critical to Defence capability. For
