About Australian Submarine Agency

The Internal Communications function is a new capability within the Chief Operating Officer (COO)
Division in the Australian Submarine Agency (ASA). The COO Division provides and integrates
essential strategic, legal and enabling support services to the ASA. It plays a central role in
outlining how the Agency delivers results against its two key activities under the Corporate Plan:
delivering nuclear powered submarines in accordance with the Optimal Pathway and within
government approved costs, and exemplifying best practice nuclear stewardship in line with
Australia’s domestic and international obligations. The COO Division achieves this through strong
governance and performance frameworks, people management, costings and budget analysis,
government and public relations, risk oversight and legislative alignment.
As part of this environment, the Internal Communications team will help strengthen agency wide
messaging, supports senior leaders, and ensures staff are informed and engaged. You will work
collaboratively across ASA Groups to help build an effective, consistent and trusted internal

Experience developing and implementing internal communications strategies or frameworks;
Demonstrated ability to lead and mentor staff, set priorities and manage workloads in a high
tempo operational environment;
Strong stakeholder engagement skills with an ability to support and influence senior leaders;
Experience developing intranet content, including content governance and digital
communication workflows;
Experience coordinating communications during organisational change or sensitive issues,
including rapid response messaging; and
Judgement, discretion and the ability to navigate complex or ambiguous information
environments.

Duties

  • The Role
  • The acquisition of conventionally armed, nuclear-powered submarines is an historic and
  • transformative endeavour for Australia. The whole-of-nation effort to safely and securely deliver
  • the cutting edge nuclear-powered submarine program will transform Australia’s economic and
  • national security landscape for decades to come.
  • The Internal Communications Team Lead will establish and lead a new internal communications
  • function within the Chief Operating Officer Division. This position plays a strategic role in shaping
  • the Agency’s internal communication posture, ensuring staff understand, engage with and are
  • aligned to the Australian Submarine Agency’s priorities under the AUKUS Optimal Pathway.
  • As an EL1, you will be responsible for setting the foundations of the internal communications
  • function, including forward planning, messaging alignment and oversight of intranet content and
  • governance. You will provide senior leaders with expert advice on effective communication during
  • organisational change and in a fast paced, evolving operational environment. You will oversee the
  • development and delivery of core internal communication products and lead a small team to
  • produce high quality, timely and strategic outputs that support a consistent, informed and engaged
  • workforce.
  • The EL1 Internal Communications Manager will:
  • Establish and lead the ASA internal communications function, setting strategy, priorities and
  • operating approaches.
  • Develop internal communication plans and processes to support Agency priorities and
  • organisational change.
  • Provide internal communication advice to senior leaders on messaging and support aligned,
  • consistent messaging across Groups.
  • Support governance and quality standards for intranet content.
  • Lead delivery of core communication products.
  • Oversee town hall support including talking points, content and coordination.
  • Manage rapid internal communication responses during emerging issues.
