About Department of Defence

The Australian Defence College (ADC) is the Department of Defence’s premier centre for joint
professional military education and leadership development.

Within ADC, the Directorate of Education, Learning and Training Authority plays a key role in
supporting the strategic functions of the Commander ADC in his role as the Chief Executive
Officer of the Defence Registered Training Organisation (DRTO). Under the auspices of the
DRTO, Defence realises consistently high quality nationally recognised vocational skills outcomes.
The EL 1 Defence Registered Training Organisation (DRTO) Manager manages the small teams
who work collaboratively to undertake to support all aspects of the Defence RTO operations,
including maintaining Defence RTO Registration and compliance with all legislated standards.

ability to deliver outputs in a timely manner, often at short notice. They can provide advice on
vocational learning and development activities to support senior leadership requests to support
Strategic reporting.
They should also possess:
Highly developed communication skills
High level administrative, organisational, and team skills
Experience in working effectively with a range of key stakeholders and developing
collaborative partnerships
Well-developed skills in data analytics and process management and improvement
Knowledge regarding competency assessments and the recording of training data within
designated HR databases
Experience working in complex environments.
Strong team collaboration and communication skills are desirable for this role. Additionally, it is
desirable for candidates will hold the TAE40122 Certificate IV in Training and Assessment or a
willingness to undertake study to achieve this qualification.

Duties

  • The Role
  • The EL 1 DRTO Manager is responsible for the management of the DRTO operational teams and
  • deliverables. This position manages and quality assures the operational compliance of the DRTO,
  • and manages the issuance, quality assurance and validation processes in accordance with
  • national legislated Standards for RTOs 2025. This role also coordinates DRTO Scope of
  • Registration changes and manages the ASQA Delegation to enable this. There is also the
  • requirement to manage the DRTO Re-Registration, required audits and annual registration
  • payments. Additionally, the position manages the annual reports mandated by ASQA, as the
  • national VET Regulator, as well as coordinates the Annual Defence RTO Activity Report to the
  • DRTO Chief Executive Officer.
  • This role also coordinates the management of Defence apprentices and coordinates the Defence
  • Apprentice Management Working Group twice yearly, as well as coordinating and supporting the
  • Defence Training Package with Training Partners.
