Our Ideal Candidate
The Joint Capability Training Branch (J7) is a part of HQJOC based at HMAS Harman in
Canberra. The J7 plans and executes realistic and relevant training for the Joint Forces. They are
located in the Florence McKenzie Building, which is a purpose built facility capable of hosting large
numbers of personnel in a simulated training environment. The J78 is the Business Capability &
Interoperability Directorate and supports the administrative, financial and commercial functions of
the J7.

Duties

  • The Role
  • The Contract & Procurement Manager is responsible for delivering contracting and procurement
  • outcomes in support of exercise operations, applying sound judgement, initiative and a high level
  • of expertise within established legislative and policy frameworks. The role independently manages
  • end-to-end procurement processes and provides specialist advice on contracting activities to
  • ensure timely, compliant and value-for-money outcomes.
  • You are responsible for planning, sourcing, evaluation and contract establishment for a
  • diverse range of services and goods.
  • Exercise independent judgement in managing competing priorities and resolving
  • procurement issues within defined parameters.
  • Identify, engage and manage contractors to deliver critical support services, including travel,
  • construction, catering, transport, cleaning, security and infrastructure works.
  • Monitor contractor performance, address issues proactively, and ensure delivery against
  • contractual requirements.
  • Apply detailed knowledge of the Commonwealth Procurement Rules (CPRs) and relevant
  • legislation to ensure procurement and contracting activities are compliant, defensible and
  • auditable.
  • Provide advice to stakeholders on procurement obligations, risks and appropriate
  • approaches.
  • Manage procurement activities within approved budgets, ensuring effective use of public
  • resources and achievement of value-for-money outcomes.
  • Identify, assess and mitigate procurement and contract risks, escalating issues where
  • appropriate.
  • Build and maintain productive working relationships with internal stakeholders and external
  • suppliers.
  • Provide clear, accurate and timely advice on procurement processes, requirements and
  • constraints to support informed decision-making.
  • Analyse procurement and contracting challenges, develop practical solutions, and contribute
  • to improvements in procurement practices, systems and processes.
  • This role is eligible for an additional remuneration benefit known in Defence as a Building Defence
  • Capability Payment (BDCP). This enables Defence to provide a premium, in addition to the base
  • salary otherwise payable under the Defence Enterprise Collective Agreement (DECA), for
  • positions in occupational disciplines/classifications that are critical to Defence capability. For
