About Australian Radiation Protection and Nuclear Safety

The Australian Radiation Protection and Nuclear Safety Agency (ARPANSA) is the Australian Government’s primary authority on
radiation protection and nuclear safety. Our purpose is to protect the Australian people and the environment from the harmful
effects of radiation, through understanding risks, best practice regulation, research, policy, services, partnerships and engaging
with the community.

Duties

  • Reporting to the Director Digital Technology and Chief Information Officer, the Assistant Director
  • Digital Services is responsible for leading the planning, delivery and operation of the agency’s
  • Digital Services function, including digital infrastructure, enterprise platforms and end-user
  • support. Working under broad direction, the role provides expert advice to the CIO on the value
  • and adoption of emerging technologies, ensuring solutions are effectively introduced, integrated
  • and aligned to agency priorities.
  • The position is accountable for the successful planning and delivery of Digital Technology
  • initiatives and projects, ensuring outcomes are delivered on time, within budget and to expected
  • quality standards. It drives the development and implementation of standards, governance
  • processes, performance metrics and continuous improvement practices to maximise service value
  • and support informed decision-making at an enterprise level.
  • Leading a multidisciplinary team across Service Desk and Infrastructure services, the role ensures
  • integrated, reliable and high-performing service delivery. It balances the need for agility and
  • innovation with the requirement to maintain stable, secure and efficient core operations, enabling
  • the agency to respond to evolving business needs while operating within defined risk and policy
  • settings.
  • The role is responsible for the lifecycle management of information assets, enterprise platforms
  • and supporting technologies, ensuring services remain fit-for-purpose, secure and aligned to
  • business demand. In close partnership with the CIO, Executive and key stakeholders, it ensures
  • that digital services, policies and delivery models align with agency and Government strategic
  • priorities, while continuously optimising performance, risk and value.
  • Key accountabilities
  • Build and maintain strong, trusted relationships across the Executive, business units and
  • external partners, providing advice and influence to support enterprise-wide digital outcomes
  • and service adoption;
  • Lead the planning, management and delivery of the agency’s Digital Services function,
  • including Service Desk, infrastructure, enterprise platforms and operational support services,
  • ensuring integrated, reliable and high-performing service delivery;
  • Establish, monitor and report on service level agreements (SLAs), key performance
  • indicators (KPIs) and performance frameworks to ensure service quality, transparency and
  • continuous improvement;
  • Develop and manage Digital Services budgets (operating and capital), ensuring effective
  • cost control, optimisation of resources and delivery of value-for-money outcomes;
  • Contribute to and implement strategic direction for Digital Services in alignment with the
  • CIO’s priorities, including leading investment planning for infrastructure and platforms within
  • agreed budget and forward funding constraints;
  • Lead end-to-end commercial and vendor management activities, including procurement,
  • contract negotiation, performance management and renewal planning, ensuring alignment
  • with Government procurement frameworks and agency priorities;
  • Manage strategic vendor and service provider relationships to ensure delivery performance,
  • effective risk management and continuous service improvement;
  • Oversee the successful delivery of Digital Technology initiatives and projects within the
  • Digital Services domain, ensuring outcomes are delivered on time, within budget and aligned
  • to business needs;
  • Drive the development and implementation of fit-for-purpose policies, standards and
  • processes to support agency and Government priorities across infrastructure, platforms, and
  • service delivery capabilities;
  • Work in close partnership with the Chief Information Security Officer to ensure Digital
  • Services are designed, delivered and operated in secure, compliant environments aligned to
  • Government security frameworks;
  • Oversee the lifecycle management and protection of Digital Technology assets, ensuring
  • appropriate controls are in place from acquisition through to decommissioning;
  • Lead and develop multidisciplinary teams, fostering a high-performing, service-oriented
  • culture and driving continuous improvement and organisational change.

Eligibility / Notes

  • To be considered for this position, you will bring demonstrated experience in leading contemporary
  • Digital Service delivery functions, including service optimisation, performance management, cost
  • control and continuous improvement, supported by strong project delivery capability and vendor
  • management experience. You will also possess a sound understanding of Commonwealth
  • legislative and policy frameworks relevant to digital and technology services.
  • You are an experienced people leader, with a proven ability to lead and develop multidisciplinary
  • teams, manage competing priorities, and deliver high-quality outcomes that enhance
  • organisational capability and performance. You will take a service-oriented approach to Digital
  • Service delivery, with a track record of implementing solutions that improve business outcomes
  • and user experience.
  • You will have highly developed stakeholder engagement and communication skills, with the ability
  • to build effective relationships, lead change and influence diverse internal and external
  • stakeholders.
  • This role operates within a hybrid working environment, with an expectation of a regular on-site
  • presence (typically three days per week) to support effective team leadership, stakeholder
  • engagement and service delivery outcomes.
  • You must hold Australian citizenship and be prepared to travel interstate from time to time as
  • required. ARPANSA requires all new employees to obtain and maintain a national security
  • clearance as a condition of engagement. You must also meet required pre-employment checks as
  • necessary.

  • Proven leadership experience in managing Digital Services functions, including developing
  • and implementing service strategies, operating models and optimisation frameworks in a
  • corporate or public sector environment;
  • Demonstrated experience leading operational service functions (e.g. Service Desk and
  • Infrastructure) while delivering strategic initiatives, including project delivery, service
  • performance accountability and continuous improvement;
  • Demonstrated experience in financial and commercial management, including budgeting,
  • procurement, contract management and vendor performance optimisation within
  • Government or complex organisational environments;
  • Proven ability to drive service optimisation, performance improvement and cost efficiency,
  • including establishing and monitoring service performance frameworks and delivering
  • measurable outcomes;
  • Highly developed stakeholder engagement, negotiation and communication skills, with the
  • ability to build trusted relationships and influence outcomes across executive, business and
  • external stakeholders;
  • Demonstrated ability to manage competing priorities and deliver balanced outcomes across
  • cost, performance, risk and service quality, while maintaining awareness of emerging
  • technologies and service management practices.
