About Climate Change Authority

As a key member of the executive team, the General Manager Reviews leads the design and
delivery of the Authority’s major review, policy, analytical and engagement work program. The role
is accountable for ensuring the Authority’s reviews and advice are evidence-based, independent,

robust, timely and influential. The General Manager Reviews supports Authority members’
informed deliberation and decision-making to help deliver credible, practical advice to government.
Reporting to the Deputy CEO, the role contributes to organisational strategy, governance and
performance, while ensuring the Authority’s work program is delivered with rigour and impact.

Duties

  • Key duties and accountabilities include but are not limited to:
  • Providing expert advice to the CEO and Authority members on complex policy, operational
  • and organisational matters, supporting the development of high-quality, independent advice
  • to government.
  • Leading strategic planning and decision-making in partnership with the Deputy CEO,
  • including planning major initiatives, statutory reviews, analysis and research, while also
  • ensuring the effective delivery of the Authority’s . Corporate Plan
  • Leading and overseeing multidisciplinary work on climate change policy, progress toward
  • targets, climate science, adaptation and resilience, carbon markets and relevant international
  • developments, alongside high-impact stakeholder engagement and public communication.
  • Building and sustaining organisational capability, driving initiatives that strengthen policy
  • development, analytical expertise, advice and stakeholder engagement skills, while fostering
  • a culture of high performance that supports diversity and wellbeing.
  • Developing and maintaining effective working relationships and partnerships with a diverse
  • range of internal and external stakeholders, to understand problems and opportunities from
  • different perspectives and contribute to well-informed, practical advice.
  • Supporting the CEO to fulfil duties required of the accountable authority under the PGPA Act
  • and related APS governance obligations referenced , contributing to strong here
  • organisational governance.
  • This role is Identified, which signifies the role has, or may have, involvement in matters relating to
  • Aboriginal and Torres Strait Islander peoples. You will require cultural competency, including an:
  • understanding of the issues affecting Aboriginal and Torres Strait Islander peoples
  • ability to communicate sensitively and effectively with Aboriginal and/or Torres Strait Islander
  • peoples.
  • In this role, cultural competency includes the ability to ensure that the Authority’s review
  • processes, evidence base and stakeholder engagement appropriately consider the perspectives,
  • rights, knowledge and experiences of Aboriginal and Torres Strait Islander peoples, including in
  • relation to climate impacts, adaptation, land, sea and Country, and the transition to net zero.
  • What we are looking for
  • Your role and responsibilities will be aligned to the Senior Executive Service capability for the SES

  • To be successful, you will demonstrate:
  • Senior leadership experience, including the ability to set direction, build capability and deliver
  • a complex work program through high-performing teams.
  • Strong policy judgement and the ability to synthesise evidence, analysis and stakeholder
  • perspectives into clear, influential and independent advice.
  • A sound understanding of climate change policy, public policy processes and the operating
  • environment for independent statutory advice.
  • Highly developed communication, engagement and influencing skills, including the ability to
  • support Authority members’ deliberations and work effectively with ministers’ offices,
  • departments, experts, industry, community organisations and First Nations stakeholders.
  • Strong judgement, integrity and resilience in managing complex, sensitive and high-profile
  • issues, including reputational, governance and delivery risks.
  • A demonstrated commitment to the APS Values, inclusive leadership, cultural capability and
  • respectful engagement with Aboriginal and Torres Strait Islander peoples.
  • Desirable qualifications/skills
  • Demonstrated expertise or strong working knowledge in areas relevant to the Authority’s review
  • and advisory functions, such as climate policy, emissions reduction, adaptation and resilience,
  • climate science, climate economics, data analysis, statutory reviews, stakeholder engagement,
  • public administration and program/project delivery.

Eligibility / Notes

  • Citizenship: to be eligible for employment with the Authority you must be an Australian
  • citizen.
  • Security clearance: this position requires an Australian Government Security Vetting
  • Agency (AGSVA) Baseline security clearance. You will be required to obtain and maintain a
  • clearance at this level.
  • Pre-employment checks: your suitability for employment will be assessed through a
  • pre-employment screening process. This process includes a requirement to undergo and
  • satisfy a National Police Check, identity checks and referee checks.
