About Department of Defence
HALSPO is a key business unit within the Airlift and Tanker Systems Branch of the Aerospace
Systems Division. As the in-service support agency, HALSPO is responsible for sustaining and
enhancing the Royal Australian Air Force’s KC-30A Multi Role Tanker Transport, C-17A
Globemaster Heavy Lift Transport and Air Base Operations capabilities. These fleets form the
backbone of Defence’s Strategic Air Mobility capability and are employed across a wide spectrum
of operations, from humanitarian assistance to high-end operational missions.
In this role, you will work in a highly collaborative and engaged environment, partnering with
diverse stakeholder groups across Defence and industry. As the HALSPO Business Management
Unit APS6 Contract Management Officer, you will be part of the broader teams within HALSPO,
gaining valuable exposure to complex capability management, commercial practices, and
stakeholder engagement. This position offers an excellent opportunity for professional growth and

You will demonstrate the ability to:
Apply strong communication and stakeholder engagement skills to prepare briefings,
submissions, and reports, and clearly convey risks, issues, and opportunities to senior
stakeholders;
Provide strategic commercial, procurement, and contract management advice, ensuring
compliance with relevant legislative, policy, and financial frameworks;
Deliver end-to-end procurement and commercial activities, including planning, tendering,
contract establishment, administration, and performance and risk management;
Support governance and decision-making through the review of key documentation and the
development of commercial strategies, plans, and contract artefacts;
Maintain critical enabling functions, including MSP coordination and ERP-based purchase
order and invoicing processes, ensuring compliant and timely financial operations;
Think critically and present ideas persuasively to influence outcomes and drive effective
solutions;
Work collaboratively within a team while also managing tasks independently to achieve
shared objectives; and
Identify opportunities to improve processes and challenge traditional ways of working.

Duties
- The Role
- The Heavy Air Lift Systems Program Office (HALSPO) has an exciting and challenging opportunity
- for a qualified, experienced, and motivated APS 6 Contract Management Officer to join our
- multidisciplinary team, highly functioning and fully supported team.
- Working within a dynamic enterprise environment, you will collaborate closely with Air Force and
- Defence industry partners to support and deliver critical air mobility capability that contributes to
- Australia’s national interests. HALSPO is responsible for the sustainment and management of key
- air platforms, including the KC-30A Multi Role Tanker Transport, C-17A Globemaster and Air Base
- Operations.
- As the HALSPO Business Management Unit (BMU) APS 6 Contract Management Officer, you will
- contribute to a broad range of commercial and contract management activities across HALSPO,
- including:
- Supporting the management, monitoring, assessment, and reporting of contractor
- performance, including audit and compliance requirements;
- Assisting with capability development activities, including drafting Statements of Work,
- participating in tender evaluations, and supporting contract negotiations;
- Reviewing, assessing and drafting commercial documentation in alignment with legislative
- requirements and Defence procurement policies and frameworks;
- Undertaking financial management activities, including invoice processing, financial tracking,
- and reporting;
- Providing procurement and contract management support across HALSPO, including
- planning, tendering, contract establishment, and administration;
- Supporting performance and risk management activities and Major Service Provider (MSP)
- coordination;
- Contributing to Enterprise Resource Planning (ERP) functions, particularly purchase order
- management and invoicing; and
- Building and maintaining effective working relationships with a diverse range of stakeholders,
- including Air Mobility Group, Air Warfare Centre, and Defence industry partners.
- Building Defence Capability Payment (BDCP) is an additional payment provided on top of the
- Defence Enterprise Agreement (EA) salary for certain critical roles. Eligibility is subject to specific
- criteria and is reviewed annually. The BDCP may be reduced or ceased if eligibility requirements
- are no longer met, performance does not meet expectations, you move to another position, or
- Defence determines the payment is no longer required. You will be notified if the BDCP is
- discontinued.
