About National Health Funding Body
The Administrator of the National Health Funding Pool (the Administrator) and the National Health
Funding Body (NHFB) were established through the Council of Australian Government’s National
Health Reform Agreement (NHRA) of August 2011. NHFB is a small, high-performing agency
based in Canberra.
The primary functions of the NHFB are to assist the Administrator in:
§ calculating and advising the Commonwealth Treasurer of the Commonwealth’s contribution to
public hospital funding in each State and Territory ($30 billion in 2024-25)
§ reconciling estimated and actual public hospital services, and adjusting Commonwealth
payments (over 46 million activities in 2024-25)
§ undertaking funding integrity analysis to identify public hospital services that potentially received
funding through other Commonwealth programs
§ monitoring payments of Commonwealth, State and Territory public hospital funding into the
National Health Funding Pool (the Pool)
§ making payments from the Pool to each LHN
§ reporting publicly on funding, payments and services
§ developing and providing three-year data plans to the Commonwealth, States and Territories
§ supporting additional funding streams to be transacted through the Pool.
Duties
- About the Role
- NHFB is seeking experienced senior data analysts with strong technical skills, sound judgement
- and the ability to translate complex data into clear insights for executives and stakeholders.
- Under limited direction, you will:
- § independently deliver complex analyses and modelling relevant to your team’s business area,
- such as NHR funding calculations, pricing and classification analysis, or financial reporting and
- reconciliation
- § undertake analysis on data and information provided by States and Territories to support
- alignment to National Health Reform payments through the National Health Funding Pool
- § maintain, test and enhance core datasets, models and code assets in response to specification,
- pricing, policy or system changes
- § contribute to automation, refactoring and continuous improvement of existing analytical tools and
- processes
- § lead preparation of regular reporting outputs such as statutory compliance reports, and priority
- analytical projects, interpreting policy, pricing, classification or financial changes to assess their
- implications for funding, budgets or trends
- § produce clear briefs, visualisations and analysis for executive, committee and external audiences
- § support EL1/EL2 colleagues in stakeholder engagement, including national bodies such as
- IHACPA and AIHW, jurisdictional meetings, bilaterals and governance committees, as required
- § conduct quality assurance of the work of less experienced team members, and provide guidance
- and informal mentoring to junior staff
- § apply relevant legislative and policy requirements, including the PGPA Act and the National
- Health Reform Act, and contribute to a positive, collaborative team culture aligned with NHFB’s
- values.
- Selection Criteria
- NHFB will assess applications against the APS Integrated Leadership System at the APS6 level,
- your demonstrated ability to perform the duties of the position, and your potential contribution to
- your section and broader NHFB.
- The successful candidates will have strong technical and analytical skills, sound understanding of
- government processes, and the communication skills to translate complex data and analysis for
- both technical and non-technical audiences.
- Essential Requirements
- § Demonstrated data analysis and modelling experience, including working with large and complex
- datasets
- § Experience with SAS, Python, SQL or similar programming, modelling and reporting tools
- § Strong analytical and problem-solving skills, with the ability to interpret technical, policy or
- financial information and assess its implications
- § Experience in system management (maintaining, testing, and upgrading assets and systems)
- aligning to documented agency practice
- § Good written and verbal communication skills, with the ability to translate complex analysis into
- clear briefs, visualisations and advice for varied audiences
- § Ability to exercise sound judgement, work independently on complex tasks, and know when to
- escalate
- § Ability to adapt to changing priorities and manage multiple concurrent tasks in a fast-paced
- environment
- § Experience maintaining accurate documentation and applying quality assurance practices
- § Ability to build effective working relationships with staff, managers and external stakeholders
- § Sound understanding of the APS context, including APS Values and the Code of Conduct
- Highly Desirable
- § Knowledge of health funding, financial or policy frameworks relevant to the position (specific
- relevance will vary by team)
- § Demonstrated exceptional attention to detail and thoroughness, particularly when reconciling
- complex data and financial figures to ensure accuracy and consistency
- § Tertiary qualifications in Mathematics, Statistics, Actuarial studies, or Computer science
- § Experience supervising, coaching or mentoring junior staff

- The successful applicant must be an Australian Citizen capable of obtaining and maintaining a
- security clearance at the Baseline Vetting level. A loss of security clearance may result in
- termination of employment.
