About National Health Funding Body

The Administrator of the National Health Funding Pool (the Administrator) and the National Health
Funding Body (NHFB) were established through the Council of Australian Government’s National
Health Reform Agreement (NHRA) of August 2011. NHFB is a small, high-performing agency
based in Canberra.
The primary functions of the NHFB are to assist the Administrator in:
§ calculating and advising the Commonwealth Treasurer of the Commonwealth’s contribution to
public hospital funding in each State and Territory ($30 billion in 2024-25)
§ reconciling estimated and actual public hospital services, and adjusting Commonwealth
payments (over 46 million activities in 2024-25)
§ undertaking funding integrity analysis to identify public hospital services that potentially received
funding through other Commonwealth programs
§ monitoring payments of Commonwealth, State and Territory public hospital funding into the
National Health Funding Pool (the Pool)
§ making payments from the Pool to each LHN
§ reporting publicly on funding, payments and services

§ developing and providing three-year data plans to the Commonwealth, States and Territories
§ supporting additional funding streams to be transacted through the Pool.

Duties

  • About the Role
  • NHFB is seeking an experienced HR practitioner with sound judgement, strong organisational
  • skills and the confidence to provide practical, evidence-based advice in a small, high-performing
  • agency.
  • Under general direction, you will support the People workstream to:
  • § deliver operational HR services including recruitment, payroll oversight and mandatory reporting
  • obligations
  • § support the development, review and maintenance of NHFB’s HR policy framework in
  • accordance with the Enterprise Agreement and relevant legislation
  • § support delivery of the NHFB Academy and United Leadership Program, including coordination
  • of People workstream learning modules
  • § support the annual Census Action Plan process, including consolidation of findings and
  • coordination of implementation actions
  • § build and maintain productive working relationships with key stakeholders including DHDA,
  • Australian Public Service Commission (APSC) and shared services providers
  • § provide day-to-day guidance and support to a team member, as required
  • § support policy development work across the People workstream, including research, drafting and
  • consultation as required
  • § contribute to compliance with the PGPA Act, Public Service Act, NHFB Enterprise Agreement
  • and other legislative requirements within the role’s remit.
  • Selection Criteria
  • NHFB will assess applications against the APS Integrated Leadership System at the APS6 level,
  • your demonstrated ability to perform the duties of the position, and your potential contribution to
  • the PPP section and broader NHFB.
  • The successful candidate will have sound HR administration and advisory experience, a solid
  • understanding of government processes, and the communication skills to work effectively with
  • staff and stakeholders at all levels.
  • Essential Requirements
  • § Demonstrated experience in HR administration, including recruitment, payroll oversight or related
  • operational HR functions
  • § Sound understanding of the APS context, including APS Values and the Code of Conduct
  • § Strong organisational skills, with the ability to manage competing priorities and meet deadlines
  • § Good written and verbal communication skills, with the ability to prepare clear correspondence,
  • reports and guidance material
  • § Ability to exercise sound judgement, work independently on routine matters, and know when to
  • escalate
  • § Experience using HR systems and maintaining accurate, confidential records
  • § Ability to build effective working relationships with staff, managers and external stakeholders
  • Highly Desirable
  • § Experience supporting learning and development or capability-building programs
  • § Experience supporting employee census or engagement survey processes
  • § Experience supervising, coaching or mentoring junior staff

  • The successful applicant must be an Australian Citizen capable of obtaining and maintaining a
  • security clearance at the Baseline Vetting level. A loss of security clearance may result in
  • termination of employment.
