About Australian Commission on Safety and Quality in

The Australian Commission on Safety and Quality in Health Care’s (the Commission) role is to lead and coordinate national
improvements in the safety and quality of health care. The Commission works in partnership with the Australian Government, state
and territory governments and the private sector to achieve a safe, high-quality and sustainable health system. In doing so, the
Commission also works closely with patients, carers, clinicians, managers, policymakers and healthcare organisations. Key
functions of the Commission include developing national safety and quality standards, developing clinical care standards to
improve the implementation of evidence-based health care, coordinating work in specific areas to improve outcomes for patients,
and providing information, publications and resources about safety and quality. The Commission works in four priority areas: 1.
Patient safety 2. Partnering with patients, consumers and communities 3. Quality, cost and value 4. Supporting health professionals
to provide care that is informed, supported and organised to deliver safe and high-quality health care. For more information please

Duties

  • Duties of the Program Director, Digital Health will include, but are not limited to, the following:
  • Lead the planning, delivery and evaluation of complex programs of national work across the
  • Digital Health portfolio, spanning national safety and quality standards, national guidance on
  • emerging technologies, clinical governance resources and standardised clinical information,
  • ensuring outcomes are delivered on time, within budget and to a high standard.
  • Lead, coach and develop a multidisciplinary team, including setting priorities, monitoring
  • workflow and performance, managing recruitment, and building specialist capability to
  • achieve the Commission’s Priorities for high-quality digitally enabled care.
  • Provide authoritative, strategic advice to the Director, Digital Health, the Commission’s
  • Executive and CEO, Board committees and the Australian Government on the safety and
  • quality of digitally enabled care, including emerging risks and opportunities.

  • Prepare and quality assure complex written materials, including Board and committee
  • papers, ministerial briefs and correspondence, consultation reports, standards, guidance and
  • public-facing resources.
  • Undertake and oversee research, analysis and evaluation to inform the direction,
  • development and refinement of the Digital Health program of work within the Commission’s
  • work plan.
  • Lead the development of nationally consistent standards, guidance and resources for
  • digitally enabled care, aligned to the National Model for Clinical Governance and the NSQHS
  • Standards, including national consultation and co-design with clinicians, consumers and
  • jurisdictions.
  • Establish and manage strategic relationships, and represent and negotiate on behalf of the
  • Commission, in cross-agency, inter-jurisdictional and sector forums to advance national
  • safety and quality objectives.
  • Collaborate with teams across the Commission to ensure alignment with other work
  • programs and strategic priorities, and provide digital health subject matter expertise to
  • support their delivery.
  • Identify, manage and escalate program risks, and manage budgets, contracts, procurement
  • and external providers in accordance with Commonwealth and Commission requirements.
  • Contribute to the strategic planning of the Digital Health program and the Commission’s work
  • plan, and provide leadership in promoting a culture of safety, quality and continuous
  • improvement consistent with APS Values and the Commission’s ways of working.

Eligibility / Notes

  • The successful candidate will have:
  • Demonstrated ability to lead and deliver complex or sensitive programs of national
  • significance under broad direction, including planning, risk management, financial
  • management and delivery of high-quality outcomes.
  • Extensive knowledge of digital health and the Australian safety and quality landscape,
  • including clinical governance, virtual care, emerging technologies such as AI, and standards
  • development, and demonstrated ability to apply this knowledge to develop national
  • standards, guidance and strategic policy advice.
  • Superior conceptual, analytical and written communication skills, including experience
  • preparing complex briefs, board and executive papers, and public-facing resources on
  • sensitive matters.
  • Highly developed people leadership skills, including building capability, managing
  • performance and fostering a positive, improvement-driven culture in a multidisciplinary team.
  • Proven ability to establish and manage strategic relationships, and to represent and
  • negotiate on behalf of an organisation with senior stakeholders across governments, national
  • agencies, the health sector and consumers.
