Our team
The Positioning Australia Capability Management & Program Office (PA CMPO) delivers
capability, program management and engagement services to support the Positioning Australia
Program. The team provides governance, business development and stakeholder engagement to
drive uptake of program products and services and directly supports Chief of Space Division as
the Senior Responsible Officer for the program

Duties

  • The role
  • As Stakeholder Engagement Manager, you will lead and coordinate engagement with key
  • stakeholders and customers to increase uptake of Positioning Australia products and services.
  • You will develop and deliver an integrated engagement approach across industry, government and
  • community.
  • You will work with subject matter experts and exercise a high degree of independence to plan,
  • deliver and evaluate engagement, communications and business development activities aligned to
  • program objectives.
  • In this role you will:
  • Use your expertise in Global Navigation Satellite Systems (GNSS) and the positioning
  • ecosystem to design and deliver stakeholder engagement, promotion and business
  • development activities that increase uptake of Positioning Australia products and services.
  • Apply your leadership and management skills to plan, budget and execute stakeholder
  • engagement, promotion and business development activities for uptake of Positioning
  • Australia Program products and services across industry, government and communities.
  • Build, sustain and utilise stakeholder relationships for uptake of Positioning Australia
  • products and services. Work closely with managers and subject matter experts to deliver
  • stakeholder engagement content and products, providing direction on best-practice
  • stakeholder engagement and communications approaches, issues and reputation
  • management.
  • Evaluate the effectiveness and impact of stakeholder engagement and communications,
  • adjusting the approach as appropriate to achieve required outcomes.
  • Report to organisational and joint governance bodies on the measurable effectiveness and
  • outcomes of stakeholder engagement, promotion, and business development activities by
  • using program and project control frameworks. Deliver clear, evidence-based insights and
  • recommendations that inform decision-making and strengthen performance across the
  • business area and its delivery partners.
  • To be successful in the role you will:
  • Demonstrate deep, practical expertise in GNSS and the broader positioning ecosystem, with
  • the ability to apply this knowledge to drive measurable outcomes and informed
  • decision-making.
  • Identify key stakeholders within priority sectors, develop an understanding of relevant
  • challenges within priority sectors and communicate the value of Positioning Australia’s
  • products and services to those priority sectors.
  • Identify opportunities to encourage uptake of technical products and services within priority
  • sectors. Conduct market analysis associated with the program’s products and services,
  • monitoring and reporting on trends.
  • Collaborate with technical officials to integrate latest developments into the systematic
  • business development and engagement planning, including monitoring of upcoming relevant
  • forums, events and conferences.
  • Be able to proactively identify risks and issues around stakeholder engagement and identify
  • and propose solutions to mitigate them while maintaining effective performance.
  • Demonstrate public service professionalism and probity by adopting a principled approach and
  • adherence to the APS Values and Code of Conduct.
  • Required skills, knowledge, experience and/or qualifications
  • Demonstrated education and applied experience in GNSS and the broader positioning
  • ecosystem, with the ability to translate technical knowledge into practical, outcome-focused
  • solutions.
  • Proven track record of building and influencing stakeholder relationships—preferably across
  • agriculture, maritime, transport, resources, and government sectors, and/or with OEMs,
  • resellers, and integrators—to drive adoption, collaboration, and measurable outcomes.
  • Relevant tertiary qualifications complemented by at least 10 years’ experience in a technical
  • business environment, with a strong capability in commercialising technical products and
  • services, managing product lifecycles, and delivering sustained business growth.
  • Strong relationship management skills with a customer focus. Experience in partnering and
  • influencing stakeholders in the context of technical products and services.
  • Be highly effective working within multi-disciplinary hybrid teams with demonstrated
  • collaboration and interpersonal communication skills.
