About Department of Defence

The Hunter Class Frigate (HCF) is one of the world’s most advanced warships, and the project is
Australia’s largest shipbuilding project. The HCF program provides the foundation for Continuous
Naval Shipbuilding and is bringing together global expertise from the UK, USA, Canada, Europe,
and Australia to solve complex design and construction challenges.
The HCF program has introduced new approaches to Defence project and engineering
management. Whilst built on traditional systems engineering and contract management
approaches, Defence and the shipbuilding industry are evolving to meet the demands associated
with growing and sustaining a skilled, sovereign workforce.

Our Ideal Candidate
Comprehensive Security Knowledge
Comprehensive understanding of the core Governance, Personnel, Physical, and Cyber
Security domains.
Demonstrated experience developing and implementing policies in accordance with national
security frameworks including DSPF, PSPF and ISM.
Familiarity with international security standards and arrangements; including SIAs, ITAR and
FMS.
Strategic Leadership
Capable of aligning security objectives with program goals.
Skilled in leading multidisciplinary teams and fostering collaboration across Defence,
industry, and international partners.
Strong decision-making under pressure, especially in time-sensitive scenarios.
Stakeholder Engagement
Excellent communication and negotiation skills to influence a diverse range of stakeholders
with competing priorities.
Ability to build trusted relationships across government, contractors, and global partners.
Governance & Compliance

Demonstrated experience in Security incident triage and management.
Demonstrated experience in developing and sustaining security standards within a large
enterprise/program and workforce.
Analytical & Problem-Solving Skills
Demonstrated experience in assessing threats, vulnerabilities, and risks within a Defence
context; experience with ISO31000:2018 or HB 167:2006 Security Risk Management
standards
Proactive in developing mitigation strategies and remediation plans
Adaptability & Resilience
Comfortable operating in complex, high-stakes environments.
Ability to adapt to evolving threats, technologies, and program requirements.

Duties

  • The Role
  • The Program Security Manager provides timely, expert advice and direction in accordance with
  • Australian Government and Defence Security policies to a broad range of internal and external
  • stakeholders, including:
  • Hunter Class Frigate Branch (HCFB)
  • Head Contractor
  • National Shipbuilding & Sustainment Group branches
  • Royal Australian Navy
  • Multiple stakeholders across Defence including the Defence Security Division, Australian
  • Signals Directorate and Joint Capabilities Group
  • Australian and foreign supply chain entities
  • The role leads the HCFB security team across Governance, Personnel, Physical, Information and
  • Cyber Security domains to ensure effective security outcomes aligned with program objectives.
  • Key responsibilities include:
  • Communicating complex security advice in clear, practical terms for key stakeholders.
  • Collaborating with external stakeholders to maintain strategic security alignment
  • Managing the security governance and assurance activities undertaken by the security team
  • across personnel, physical and cyber domains.
  • Representing the security directorate and chairing key program Working Groups.
  • The Program Security Manager is accountable for continuously monitoring and sustaining security
  • standards and governance obligations across the Branch and SEA5000 Program.
