About Department of Defence
Naval Construction Branch (NCB) is accountable for the assurance of ship construction, set-to
work and transit of vessels constructed at the Osborne Naval Shipyard and Henderson precinct.
We have branches in Osborne SA and Henderson WA, as well as a smaller presence in Port
Macquarie, NSW.
NCB is furthering continuous naval shipbuilding and growing sovereign capability by overseeing
the construction to ensure quality and standards are met, storing lessons learnt and developing
standard shipbuilding procedures for construction.
NCB will oversee the construction of many different Navy vessels including Offshore Patrol
Vessels, Hunter Class Frigates, Young Endeavour, Evolved Cape Class and Pacific Patrol Boats.
Working at NCB will enable you to be at the grassroots of continuous naval shipbuilding, where
you are part of a working shipyard, being able to see and contribute to the vessels delivered and
used in service by Navy.
NCB currently has highly skilled diverse shipbuilding experience which will be shared to grow your
hands-on construction knowledge. You will work alongside Navy personnel, internal project
management officers and prime contractors. The opportunity for technical staff to undertake
industry placement is also available.
Our Ideal Candidate
Our ideal candidate will possess:
A high level of demonstrable experience in either oil and gas, maritime, ship
building/maintenance or general engineering construction projects.
Relevant experience in the management of quality assurance activities (e.g. conducting
Process Audits and Quality Audits, monitoring and disposal of audit findings).
An ability to lead, plan and deliver complex and critical technical activities and provide advice
working to agreed priorities and outcomes.
Experience in scheduling, monitoring and reporting of Build Assurance activities (preferably
using software tools).
Excellent verbal and written communication skills with the ability to tailor communication
style and language according to the audience’s level of knowledge, skill and experience.
Duties
- The Role
- Naval Construction Branch (NCB) are seeking a dynamic and skilled individual for the role of EL 1
- Engineering Assurance Manager to become a valuable addition to the team.
- The EL 1 Engineering Assurance Manager will be required to work in a complex operating
- environment based at Henderson WA, as part of the Technical Directorate within NCB. The
- position supports the acquisition and delivery of continuous naval shipbuilding in providing
- Government oversight in ship construction, test and delivery.
- The position reports to the Technical Director whilst supporting the NCB Quality Assurance
- Manager in delivery and improving quality assurance, governance frameworks and Shipbuilding
- Quality Standards. The key responsibilities of the EL 1 Engineering Assurance Manager are:
- Support the NCB Quality Assurance Manager in the development, implementation, review,
- and continuous improvement of quality assurance and governance procedures, practices,
- frameworks, and Shipbuilding Quality Standards;
- Plan, schedule, prepare, coordinate, and deliver Build Assurance audits and surveillance
- activities in accordance with agreed methodology, scope, and timeframes, while maintaining
- real-time corporate reporting;
- Develop Technical Directorate plans, processes, and documentation across multiple
- projects, translating complex verbal and written technical information into outputs appropriate
- for the intended audience;
- Collaborate and engage with stakeholders to manage technical issues using tools such as
- JIRA and TRMS, while maintaining strong and effective working relationships;
- Assess technical packages, reports, processes, and product and equipment performance
- against specified requirements, identifying and reporting non-conformances

- Mandatory Qualifications
- This technical position requires the individual to have obtained Engineers Australia Stage 1
- competency
- standard for Engineering Associate recognition (or ability to obtain status as an Engineering
- Associate
- within three months) or relevant skills and work experience such that an individual can reasonably
- achieve
- a recognised AQF qualification if required by the position.
