The Senior Officer, Evaluation will lead the design and delivery of evaluations across multiple projects. On a day-to-day basis you’ll craft evaluation plans, collect and analyse data (both quantitative and qualitative), and share clear findings via reports and visuals. You’ll work with stakeholders to embed evaluative thinking into planning and decision-making, and support capability-building across the organisation.

About the Opportunity: The Australian Human Rights Commission is looking for an experienced evaluator to join a small, specialised team that supports strategy, planning, governance, reporting, knowledge management, and evaluation. You’ll help translate complex data into practical insights that inform policy and program design, ensuring our work advances human rights across the nation. The role emphasises culturally responsive practice, participatory evaluation, and the use of theory-based approaches to measure outcomes and social impact. You’ll report to the Senior Officer, Governance, Planning, Knowledge Management and Evaluation and work with a steering Committee to guide evaluation practice across the Commission.

Duties (What You Will Do)

Key Responsibilities Specific Tasks
Design fit-for-purpose evaluations Draft evaluation plans; develop mixed-method, participatory, and culturally responsive data collection and analysis approaches.
Conduct project evaluations Gather and analyse quantitative and qualitative data; identify findings and insights for projects and the Commission.
Present findings Produce accessible reports, presentations, and data visualisations; communicate insights to stakeholders.
Support MEAL framework Contribute to the Commission’s Strategic MEAL framework and its implementation.
Embed evaluative thinking Collaborate with stakeholders to integrate evaluative thinking into planning, design, and decision-making.
Capability building Share information, provide training and support to teams on evaluative thinking and practice, aligned with PGPA Act and Commonwealth Evaluation Policy.

About You (Eligibility)

  • Demonstrated understanding of monitoring, evaluation and learning frameworks; ability to embed evaluative thinking in an organisation.
  • Experience designing program logics, theories of change, evaluation plans and data collection plans.
  • Experience with culturally responsive practices in evaluation, including work with First Nations and marginalised communities.
  • Experience building M&E capability across an organisation; strong workshop facilitation and coordination skills.
  • Knowledge of best practices for embedding evaluative thinking in planning and implementation; strategic thinking and problem solving.
  • Ability to identify risks and work collegiately to manage them; excellent written and verbal communication.
  • Sound analytical skills; ability to draw on diverse information sources; capability in data analysis and reporting.
