About Australian Radiation Protection and Nuclear Safety
The Australian Radiation Protection and Nuclear Safety Agency (ARPANSA) is the Australian Government’s primary authority on
radiation protection and nuclear safety. Our purpose is to protect the Australian people and the environment from the harmful
effects of radiation, through understanding risks, best practice regulation, research, policy, services, partnerships and engaging
with the community.
Duties
- ARPANSA is seeking a dynamic individual to lead a small Finance team responsible for all
- aspects of the agency’s financial operations including the internal control environment, preparation
- of monthly reports and transactions for use by branch and office heads and Government, the
- preparation of annual financial statements and annual budget.
- The occupant will ensure that the Finance section delivers best practice service including debtor
- collection, balance sheet reconciliations, preparation of tax returns (GST and FBT), asset and
- cash flow management. In this role, the incumbent will provide support to both the internal and
- external auditors as required.
- The role is accountable for the development and maintenance of the Finance TechnologyOne
- system, working with the Finance Systems Accountant, and reporting into the Chief Financial
- Officer. Other responsibilities include the review of relevant strategic activities and major projects,
- the monitoring of changes to government financial policy, guidelines and accounting standards
- and the provision of high-level advice to the Chief Financial Officer is also an important aspect of
- this role.
- Key accountabilities
- Plan, direct and coordinate all aspects of the Agency’s financial activities including statutory
- reporting, preparation of financial statements and reporting to Government, in line with the
- accounting standards and policies existing at the time;
- Develop and maintain the internal control environment by which the agency ensures proper
- application and safeguarding of its key resources;
- Support the preparation of the annual budget and cash flow projections for the agency;
- Provision of high-level policy advice to the Head of OBS & Chief Financial Officer;
- Provision of business partnering with the Executive Group members and their Direct
- Reports;
- Contribute to the continuous improvement focus of systems and processes;
- Review and implementation of major projects relevant to the Finance section and the
- business, including the recent Finance Systems Health check.
Eligibility / Notes
- To be considered for this position, you must be a qualified Accountant with qualifications from an
- Australian tertiary institution or comparable overseas qualification and have successfully managed
- a range of finance functions, preferably in the public sector and will have a good understanding of
- legislative and policy frameworks underpinning financial management within the public sector.

- You must hold Australian citizenship and be prepared to travel interstate from time to time as
- required. ARPANSA requires all new employees to obtain and maintain a national security
- clearance as a condition of engagement. You must also meet required pre-employment checks as
- necessary.

- Sound knowledge of public sector financial management processes, policies and controls.
- Experience in the interpretation and application of accounting standards, tax legislation and
- relevant Government policy and guidance as this relates to the financial affairs of the
- agency.
- Experience in the implementation in, and the role of, a Financial Management Information
- System (FMIS) suitable for a small federal government agency.
- Provision of strategic project support to executive group members as these projects relate to
- the financial operations of an organisation.
- Experience managing a team to deliver reporting and advice to clients in a timely and
- professional manner.
- Analytical and problem solving skills, including the ability to recommend solutions addressing
- business issues and improve business processes.
