The Department of Veterans’ Affairs (DVA) exists to fulfil the nation’s duty to support our serving and ex-serving Australian Defence
Force members and their families. We do this through programs of care, compensation, commemoration, income and Defence

Duties
- Provide clinical leadership and oversight of Open Arms programs and services within the
- region, including outreach providers, ensuring safe, effective, and evidence-based service
- delivery.
- Support the Regional Director and leadership team in setting priorities, making informed
- decisions, and implementing strategic and operational initiatives.
- Lead and manage a multidisciplinary team, including supervision, performance
- management, and workforce capability development.
- Monitor and drive clinical governance and quality assurance activities, including auditing, risk
- management, and continuous improvement of outreach providers.
- Build and maintain strategic relationships with key stakeholders, including Defence,
- ex-service organisations, service providers, and government agencies.
- Oversee the planning, delivery, and continuous improvement of treatment and
- psychoeducational group programs to meet regional demand.
- Lead business improvement initiatives by optimising processes, systems, and service
- delivery to enhance client outcomes and organisational efficiency.
- Provide clinical advice, manage complex issues, and contribute to policy, program, and
- operational development at both regional and national levels.
- Represent Open Arms in internal and external forums and act on behalf of the Regional
- Director as required.

- Code of Conduct, and Work Health and Safety principles.
Eligibility / Notes
- Under section 22(8) of the Public Service Act 1999, employees must be Australian citizens to
- be employed in the Australian Public Service (APS).
- All applicants external to DVA offered employment will be required to successfully undergo a
- pre-engagement screening check, even if they have a security clearance. The screening
- check is conducted in accordance with the Australian Government Protective Security Policy
- Framework requirements.
- The successful candidate will be required obtain and maintain a Baseline Vetting (AGSVA)
- security clearance.
- Mandatory Requirements
- Qualifications as a registered Psychologist / Occupational Therapist / Registered Nurse with
- full AHPRA registration, OR
- Social Worker with membership of the Australian Association Social Workers (AASW) on
- commencement, OR
- A Masters-level counselling qualification and registration with PACFA as a Registered
- Clinical Counsellor or with ACA at Level 3 or Level 4.
- AND
- Currently hold or ability to obtain a Working with Vulnerable People registration, OR
- Currently hold or ability to obtain a Working with Children check.
